Don't really kill the sound completely.

They DO NOT STOP SOUND, they just improve sound inside a room, usually for recording voice or other things along that line

Usually used to isolate sound in a recording studio

The green compound ( depending on the size of the room ) can get kind of pricey but this is probably the most cost-effective way to ACTUALLY soundproof a room for relatively cheap and not just 'improve' sound.
