It looks like the seller reset the iLO configuration a couple months ago, probably when they were preparing it for sale

While a 'new' system, or a newer model may offer a bit more performance (processor speed/cores, max memory, max drive/size,) for my needs (and most other SMBs and SMB InfoSec consultants running test labs) there's really no reason to spend 1xxx to 3xxx more for a 'new' base system and then double it to bring it to spec, when you can get a solid and respectable 'mid-range' spec'd system for such a great price.

Due to the excellent communication, customer support, and the bonus upgrades I received, I was able to do everything I wanted with this server with relative ease
