I prefer Two-Faced or even NYX’s white eyeshadow base in the little pot.

it can be used in many different ways, keeps eye makeup from creasing, and is a great base before applying your eye make up.. you can use it on your eyebrows to help keep them in place and smudge proof

If you are looking for a good affordable base the best one I've came across by far would be ELF puddy eye primer.

It is a really good primer/base is watched an eyeshadow with this primer on my hand and it was still bright and perfectly pigmented after bathing my son.

I've only used this once as a base for my eye shadow and liner, and it worked amazingly well!

This product not only creates a good base to show the pigment of my eyeshadow but it keeps my eyelids from getting greasy and my make up from disappearing
