I think 13mm and 15mm are the appropriate sizes for front and rear, so when you tighten the cone to where "play" or shifting of the axle is non-existent, but not so tight that resistance can be felt (keep in mind, no weight is on the axle...yet), use the spanner to hold the cup and tighten that retainer nut to hold it in place
