Windows 10 does not make it easy to get to the normal settings you would find under display properties (resolution, refresh rate, etc), but after digging around, it says it's set to 60hz, but it certainly does not feel like it

In the end, poor resolution, hazy picture, very dim, poor Windows 10 driver support with a lot of odd behavior with Windows jumping around when trying to place them in this screen drove the decision to return it for a refund.
