As far as it being a network issue on my end it is not as I run a business internet account and the device was set on a static IP to itself which is the preferred way to set up a VoIP device

Only issue I found was that you cant assign a static IP address with the netmask of your choice

Then when I configured the second telephone line the device crashed and would not let me in to the web-browser configuration however I set the DHCP vs static IP settings through the telephone-jack interface
