I can't comment on how quiet this is scientifically, other review sites can do that, but I can say I use this with a Rosewill Legacy U3, a GTX 960 Asus Strix, and Noctua NH-U12S (cooling a Xeon 2697), and this PSU is no more audible than these other purposely quiet/silent parts.
