Use a pipe wrench (like shown in my photos) to twist the small cylinder as you tap the bottom of the chair.

You simply need a pipe wrench, hammer and maybe some PB Blaster if the cylinder is rusted.

Could not use it because the old cylinder was so tightly wedged in the base that two men using pipe wrenches could not remove it
