Who sends a cabinet that is not usable and is without hang rails?

However, when it finally arrived (sent by a private shipper which delayed things) it had no hang rails for actually hanging the files!

So Buyers beware, if you decide to order this file cabinet, be sure to order the hang rails at the same time!
