This is a nice set of craft scissors that I bought for my 7 y/o daughter.
I was a teacher and had a nice set of these to use for various things in my classroom and when collecting things for my grandchildren to use at my house , I chose these and they are great quality

They don't cut and certainly don't cut nice little designs!
My 5 years old nephew loved it and we have now lots of creative designs by him

My daughter found them difficult and they didn't always cut cleanly.
