After cleaning the insides with compressed air and after removing a label that was covering some of the rear vent, the fan ran quieter, but not as quiet as my (2) i3-4160T PC's that I have owned for a couple of years.

As for it being refurbished, I had concerns about it, but it’s looks great & runs great (so far
