I've tried both a Corsair H60 and a Cooler Master 212 Evo with similar results

W).However under load I still can hear my "Cooler Master Hyper 212 EVO".In your Windows "Power options" make sure to turn on "High Performance" radio-button instead of default "Balanced" choice

Stock cooler comes with this, but amazon had a deal on the Cooler Master Hyper 212 EVO which was a nice addition to the cooling.

However I do want to add that I DO have liquid cooling attached(Cooler Master LITE) and it keeps it more than cool enough.
