I am having a hard time understanding the function key and to set the alarm and clock.

I had a difficult time keeping the station at 90.1...shortly after, however, it began to 'creep' to 90.2 then 90.3 until the station was reduced to static.

After setting it a first time about 3 minutes slow I wanted to correct the current time

This is more than enough time for me to fall completely back asleep.
