If all three LEDs are on with a green color, then the cable and its connectors are good and the phantom power is good (of course, if you have the SENDER at the other end, then you are testing only the cable, not the phantom power)

You can use it to check integrity of the cables' wires, soldered connections, or the XLR connectors themselves, and you can use it to verify proper phantom power on the cable
