but I didn't understand the adjustable tilt doesn't "lock into place" as other reviewers point out

The tilt is a loose, free tilt (i.e. if you take your feet off it will go back to horizontal), and if you pick it up, you will lose the height setting too (think of the tilt-setting for the back of a pool-side lounge chair - it's similar to that).

There are two different models shown in the images here, one of them indicates an adjustable tilt which is not on the unit I received.
